Does anyone else find weird that EWG rates some ingredients as safe, despite that data about that ingredients is "limited"?

Take these 2 for example:

http://www.ewg.org/skindeep/ingredient/726404/CITRUS_MEDICA_LIMONUM_%28LEMON%29_OIL/#.WzDNvIu3pUE

Data available: limited
"80 studies in PubMed science library may include information on the toxicity of this chemical"
"25 studies in PubMed science library may include information on the toxicity of this chemical"

I mean, these ingredients shouldn't have score 1, right? They should be unrated in my opinion.
There are lot of ingredients like these, and they all appear "safe" if you do a search through "Analyze Cosmetics" tool on this website.
